MultiPoD – Public Spaces for Citizen Deliberation

A Horizon Europe project building a multilingual space where citizens can deliberate on European policy across language borders. Ethos Lab led its seven-country language experiment.

The problem

Language barriers keep European political debate within national and linguistic silos, and they weigh most on cultural and linguistic minorities. That stands in the way of a shared European space for citizen deliberation.

What Ethos Lab did

Ethos Lab led the project's language experiment in Work Package 1: a survey experiment in seven countries that tested whether reading political information in a second language lowers understanding, and whether offering a choice of language helps.

Outputs and findings

  • The language experiment and its recommendations on how the platform should handle language
  • A platform for citizen deliberation across languages, built on a culture-specific language model and knowledge graph
  • A visual analytics dashboard that helps policy makers see patterns in political communication
