Our services
Opinions are easy to find. Evidence has to be built.
Before a decision, after a launch, or when something that works is ready to grow, we find out what really works, for whom, and why, and tell you plainly what it means for your next move.
What makes evidence usable
Three things we never compromise on
Whatever the method, from a survey experiment to a decade of panel data, every answer we give rests on the same three foundations.
- 1
A fair comparison
We compare like with like, so a difference in outcomes can be traced to what changed, not to who happened to be involved.
- 2
Every result on the table
We report findings transparently, without avoiding inconclusive results, while documenting all analytical decisions behind them.
- 3
An honest account of the limits
You learn what the evidence can tell you, and just as clearly, what it cannot.
Three ways we help
Bring us the question, at whatever stage it arrives
Research & Design
Find out what will work before you spend the budget.
We diagnose problems with research and data, then design the options and compare them with real people, online or in the field, before you commit the budget.
Ask us“What is really driving the problem, and which option will people actually respond to?”
- Surveys and focus groups
- Evidence reviews
- Stakeholder workshops
- Survey and conjoint experiments
Evaluation & Impact
Know what changed, for whom, and whether it was worth it.
We measure real impact using experiments or rigorous causal methods, on new data or data you already hold. Best of all, we build the evaluation in from day one.
Ask us“Did it change outcomes? For whom, and why? What should we keep, fix or stop?”
- Randomised controlled trials
- Difference-in-differences
- Regression discontinuity
- Synthetic control
Scale up
Take what works further, and make it last.
Once something works, we help you take it further: costing and scale-up plans, delivery support, and training your teams to run tests and evaluations themselves.
Ask us“How do we roll out what works, at a cost that makes sense, and keep improving it?”
- Cost-effectiveness and ROI modelling
- Scale-up planning
- Fidelity monitoring
- Capacity building and training
Focus areas
Eight domains, one standard of evidence

Government and public services
Better design, delivery and performance of public systems, from infrastructure to local services.

Democracy and participation
Participation, trust and civic resilience, including citizens’ assemblies and deliberative formats.

Education and skills
Learning designed around how people actually learn, with wellbeing and future capabilities beyond scores.

Economy and welfare
Inclusive, resilient economies, measured beyond GDP and grounded in how people and firms behave.

Climate and environment
Sustainable everyday behaviours, climate adaptation and resilience.

Transport and cities
Public transport uptake, sustainable mobility and road safety, co-designed to fit legal and financial realities.

Business and ESG
Change that people adopt: demand analysis, ESG reporting and behaviourally informed communication.

AI and technology
Fair, transparent algorithms and platforms that support informed, healthy choices.
How we hold ourselves to account
Academic standards, applied to real deadlines
- The right team for each project
- Each project gets the specific expertise it needs, from experimental design to econometric modelling. If your needs require methods outside our core expertise, we draw on an extensive network of leading specialists and subject-matter experts.
- Methods in the open
- You receive the results with the code, data sources, analytical decisions and justifications. Ambiguity and uncertainty are made explicit, never obscured.
- Independent findings
- We collaborate closely with clients, but we do not let pressure shape findings or suppress inconvenient results.
- Academic standards
- Pre-registered analysis plans, established protocols for causal inference, and designs that withstand external scrutiny.
- Review before delivery
- Before delivery, our work is independently reviewed for technical accuracy, statistical validity and strength of evidence.
- Ethics and data protection
- Ethics review to academic and EU standards, informed consent, and GDPR-compliant data handling. Sensitive projects go to an external ethics committee.

Your turn
What is your question?
The best time to plan a test is before a rollout, while there is still a choice about who gets what, and when. Tell us what you are deciding. We will reply within two working days with an honest view of what we could find out.
It might sound like
- “Can a redesigned consultation process broaden public participation?”
- “Did our training scheme get people into work?”
- “Which message makes residents back a reform?”
